关于征集全球能源互联网（GEI）水力发电标准技术委员会委员的通知

各有关单位：

近日，全球能源互联网（GEI）标准管理委员会委托华电电力科学研究院有限公司组织开展GEI水力发电标准技术委员会（以下简称标委会）筹建工作，该标委会旨在围绕绿色水电工程建造与风险防控、水电主动支撑与多能协同、流域智慧运营与能效提升、高水平生态环境保护、抽水蓄能开发运营等领域开展标准化工作。现本着广泛参与的原则，面向国内外公开征集第一届标委会委员，有关事项通知如下：

一、征集范围

国内外水力发电领域代表性企业、科研机构、高等院校、检测认证机构、行业协会、行政主管部门等单位的专业人员。

二、资格条件

（一）中国籍委员具有高级及以上专业技术职称，或具有相对应的专业技术职务；非中国籍委员具有博士或以上学位，或具有相对应专业的科研或技术职务。

（二）熟悉水力发电领域标准工作，具有较高的理论水平、扎实的专业知识和丰富的实践经验。

（三）热心标准化事业，能积极参加技术委员会的标准化工作，包括行使委员投票表决权利、提出标准制修订工作建议、参与标准技术审查等。

（四）中国籍委员应为中国境内依法设立的法人组织任职的人员，并经其工作单位同意；非中国籍委员应为水力发电领域技术专家，具有一定的声誉和影响力，秉持国际中立立场，能够公平公正履行职责。

（五）符合《GEI标准技术委员会工作细则（草案）》规定的其他条件和要求。 

三、报送材料及要求

（一）中国籍委员请填写委员登记表纸质材料一式2份（格式详见附件1），并由所在工作单位加盖公章后快递至通讯地址；同时，将委员登记表电子文档（签字盖章后PDF版）发送至联系人邮箱（文档命名为：GEI水力发电标委会委员登记表-单位名称-姓名）。

（二）非中国籍委员请填写委员登记表电子文档（签字后PDF版），并发送至联系人邮箱（文档命名为：GEI水力发电标委会委员登记表-单位名称-姓名）。

（三）材料报送请于2026年4月30日前完成。

Notice on the Open Recruitment of Members of Global Energy Interconnection (GEI) Hydropower Standards Technical Committee

To All Relevant Organizations.

Recently, Global Energy Interconnection (GEI) Standards Management Committee has entrusted Huadian Electric Power Research Institute Co., Ltd with organizing the establishment of the GEI Hydropower Standards Technical Committee (hereinafter referred to as the “Technical Committee”). The Technical Committee is intended to carry out standardization work in areas including, but not limited to: green hydropower engineering construction and risk prevention and control; active support and multi-energy coordination; basin intelligent operation and energy efficiency improvement; high-level ecological and environmental protection; and pumped storage development and operation. In accordance with the principle of broad participation, members for the first session of the Technical Committee are hereby openly solicited from both domestic and international candidates. The specific requirements are outlined as follows.

I. Scope of Solicitation

Professionals from representative enterprises, research institutions, higher education institutions, testing and certification bodies, industry associations, and administrative authorities in the field of hydropower, both domestically and internationally.

II. Eligibility Requirements for Members

1. Chinese members shall possess professional and technical titles at or above the senior grade, or hold equivalent professional and technical posts. Non-Chinese members shall possess a doctoral degree or higher, or hold research or technical posts in relevant professional disciplines.

2. Be familiar with standardization work in the hydropower sector, with strong theoretical foundations, solid professional knowledge, and extensive practical experience.

3. Be committed to standardization activities and able to actively participate in the work of the Technical Committee, including exercising voting rights, proposing suggestions for standard development and revision, and participating in technical reviews of standards.

4. Chinese members shall be staff of legally established legal person organizations in China and obtain the consent of their employing organizations. Non-Chinese members shall be technical experts in the hydropower generation with a good reputation and influence, maintain an internationally neutral position, and be willing to perform their duties fairly and impartially.

5. Meet other conditions and requirements stipulated in the GEI Standardization Technical Committee Working Rules (Trial).

III. Submission Materials and Requirements

1. Chinese national members shall submit two hard copies of the paper version of the Member Registration Form (see Annex 1), which must be sealed with the official seal of the employing organization to ensure authenticity, and courier the hard copies to the specified mailing address. Meanwhile, submit the electronic version of the Member Registration Form (signed and sealed PDF version) to the email address of the Secretariat contact person (the document shall be named in the format: GEI Hydropower Standard Technical Committee Member Registration Form - [Organization Name] - [Name]).

2. Non-Chinese national members shall submit the electronic version of the Member Registration Form (signed PDF version) to the email address of the Secretariat contact person (the document shall be named in the format: GEI Hydropower Standard Technical Committee Member Registration Form - [Organization Name] - [Name]).

3. All the above-mentioned materials shall be submitted on or before April 30, 2026.
