全球能源互联网（GEI）太阳能光伏发电标准技术委员会组建及公开征集委员的公告

各有关单位：

全球能源互联网发展合作组织（GEI）太阳能光伏发电标准技术委员会已于2025年12月启动筹建，范围涵盖太阳能光伏发电领域关键发电设备、系统集成设计、特殊场景运行控制与运维、检验检测与认证、数智化、退役报废与回收等六个方向。华电电力科学研究院有限公司作为GEI太阳能光伏发电标准技术委员会的国内技术对口单位，现公开征集国内外技术对口工作组成员。本着广泛参与的原则，决定启动国内外技术对口工作组专家征集工作，具体征集要求如下：

一、征集范围

面向国际从事光伏电池组件及相关材料、光伏部件、光伏系统设计建设、光伏系统运维、数智化光伏应用、光伏系统及部件检验检测、光伏组件回收及综合利用等相关领域的企业单位、科研院所、高等院校、检测认证机构、行业协会、业务管理机构等单位征集委员人选。

二、资格条件

1、中国籍委员具有中级以上（含中级）专业技术职称，或具有相对应的专业技术职务（优先考虑高级及以上）；非中国籍委员具有博士或以上学位，或具有相对应专业的科研或技术职务。

2、熟悉光伏发电领域业务工作，具有较好的理论知识水平和丰富的实践经验，具有较好的文字水平和外语水平；

3、掌握标准化工作基础知识，能积极参加标准化活动，认真履行委员的各项职责和义务（包括积极提出标准化工作建议，按时对标准征求意见稿和送审稿等文件反馈意见，按时出席标准审查会和年会，及时按标委会秘书处要求参与投票，积极参与标准化工作培训等相关活动等）；

4、中国籍委员应为中国境内依法设立的法人组织任职的人员，并经其任职单位同意；非中国籍委员应为光伏领域的技术专家，具有一定的声誉和影响力，秉持国际中立立场，出于本人意愿能够公平公正履行职责。

5、符合《GEI标准技术委员会工作细则》规定的其他条件和要求。

三、报送材料及要求

1、中国籍委员请提供委员登记表纸质材料一式2份（详见附件1），须由单位加盖公章，确保真实性，快递至通讯地址。同时，提交委员登记表电子文档（签字盖章后PDF版），发送至秘书处联系人邮箱（文档命名为：GEI太阳能光伏标委会委员登记表-单位-姓名）；

2、非中国籍委员请提供委员登记表电子文档（签字后PDF版），发送至秘书处联系人邮箱（文档命名为：GEI太阳能光伏标委会委员登记表-单位-姓名）；

3、请于2026年4月30日前，将上述材料报送至秘书处；

4、秘书处将根据相关规定，对委员候选人进行综合评定，形成标委会组建方案并报GEI确认，后续组织开展标委会主席、副主席选举；

5、所有报送资料将作为技术档案不再退还本人。

Announcement on the Establishment of the Solar Photovoltaic Power Generation Standards Technical Committee of Global Energy Interconnection (GEI) and Open Recruitment of Committee Members

 

To All Relevant Organizations.

The Solar Photovoltaic (PV) Power Generation Standards Technical Committee of the Global Energy Interconnection Development and Cooperation Organization (GEI) commenced its preparatory establishment in December 2025. Its mandate covers six core fields in the solar photovoltaic power generation industry, including key power generation equipment; system integration design; operational control and operation & maintenance for special application scenarios; inspection, testing and certification; digital-intelligent applications; decommissioning, scrapping and resource recycling.

As the designated domestic technical counterpart of the GEI Solar PV Power Generation Standards Technical Committee, Huadian Electric Power Research Institute Co., Ltd. Hereby solicits applications members for the domestic and international technical counterpart working groups. In accordance with the principle of broad participation, the recruitment of experts for the aforesaid working groups is hereby launched. The specific requirements are outlined as follows.

I. Scope of Solicitation

Applications are hereby solicited for candidates for committee membership from international entities engaged in the fields of photovoltaic (PV) battery modules and associated materials; PV components; design and construction of PV systems; operation and maintenance of PV systems; digital and intelligent PV applications, inspection and testing of PV systems and components, recycling and comprehensive utilization of PV modules, and other PV-related sectors.

The applicable entities include but are not limited to enterprises, scientific research institutes, institutions of higher education, testing and certification bodies, industry associations, and industrial regulatory authorities.

II. Eligibility Requirements for Members

1. Chinese members shall possess professional and technical titles at or above the intermediate grade, or hold equivalent professional and technical posts; those with senior or above professional and technical titles shall be given priority. Non-Chinese members shall possess a doctoral degree or higher, or hold research or technical posts in relevant professional disciplines.

2. Be proficient in the professional work of the photovoltaic power generation sector, with solid theoretical knowledge and rich practical experience, as well as good writing and foreign language skills.

3. Have a good command of the basic knowledge of standardization work, be able to actively participate in standardization activities, and earnestly perform all the duties and obligations of a member (including putting forward constructive suggestions on standardization work, providing timely feedback on documents such as draft standards for comment and draft standards for review, attending standard review meetings and annual meetings on time, participating in voting as required by the Technical Committee's Secretariat in a timely manner, and taking an active part in standardization training and other relevant activities).

4. Chinese members shall be staff of legally established legal person organizations in China and obtain the consent of their employing organizations. Non-Chinese members shall be technical experts in the photovoltaic sector with a good reputation and influence, maintain an internationally neutral position, and be willing to perform their duties fairly and impartially on a voluntary basis.

5. Meet other conditions and requirements stipulated in the Rules of Procedure for the GEI Standard Technical Committees.

III. Submission Materials and Requirements

1. Chinese national members shall submit two hard copies of the paper version of the Member Registration Form (see Annex 1), which must be sealed with the official seal of the employing organization to ensure authenticity, and courier the hard copies to the specified mailing address. Meanwhile, submit the electronic version of the Member Registration Form (signed and sealed PDF version) to the email address of the Secretariat contact person (the document shall be named in the format: GEI Solar Photovoltaic Power Generation Standard Technical Committee Member Registration Form - [Organization Name] - [Name]).

2. Non-Chinese national members shall submit the electronic version of the Member Registration Form (signed PDF version) to the email address of the Secretariat contact person (the document shall be named in the format: GEI Solar Photovoltaic Power Generation Standard Technical Committee Member Registration Form - [Organization Name] - [Name]).

3. All the above-mentioned materials shall be submitted to the Secretariat on or before April 30, 2026.

4. The Secretariat will conduct a comprehensive evaluation of the candidate members in accordance with relevant provisions, formulate the establishment plan of the Technical Committee and submit it to GEI for confirmation, and organize the election of the Chair and Vice Chairs of the Technical Committee in the follow-up.

5. All submitted materials will be kept as technical archives and will not be returned to the applicants.
